Hardoi (RNI) UP Chief Minister Yogi Adityanath is working day and night to make UP a better state by working on the zero tolerance policy. The state government and the central government are spending crores of rupees to give concrete shape to hundreds of public welfare schemes for rural development, cherishing the dream of a developed India, so that the people living in the villages can also be provided with comforts. But if the officers and employees who are called the flag bearers of government schemes make them a means of earning, then how will rural development happen is a big question in itself. A case of Panchayat Secretary and Gram Pradhan playing the game of lakhs without implementing the scheme on the ground has come to light. Guddi, wife of Guddu, is the female Gram Pradhan in the Gram Panchayat Budhanpur of Todarpur development block. All the works of the Pradhan are being done by her husband by coordinating with the small leaders of the ruling party and strangling the women empowerment of the government. The representative of the woman chief and her husband Guddu and Panchayat Secretary Umakant Trivedi passed a proposal to set up a grey water management system for water harvesting in the Gram Panchayat. The grey water management system is a system that is used to collect, treat and reuse wastewater from homes, buildings and other places. In this system, water from bathrooms, showers, sinks and washing machines is collected and then it is put through certain treatment processes. The treated water can be used for purposes such as irrigation, toilet flushing, and household appliances. The Gram Panchayat registered for this project on 07 October 2022. Whose work ID is 65424445. The cost price of the scheme was shown as Rs 1 lakh 56 thousand 7 hundred. Out of which Rs 1 lakh 46 thousand 177 was spent by the Gram Panchayat. According to the bill voucher shown by the village head and the Panchayat Secretary, voucher number XVPC/2022-23/P/12 dated 7 October 2022, Rs 72,581 was paid to Sadiq Hussain Brick Field in the name of material baggage. Voucher number XVFC/2022-23/P/12 dated 07 October, Ajay son of Sher Singh was paid Rs 3408, Ramveer son of Mahesh Rs 3404, Madhurpal son of Ram Sanehi Rs 7040, Vijay son of Ramkumar Rs 3408, Shukla Cement Store Rs 39 thousand 66, Ramsanehi Rs 3408, Atul Kumar Rs 7 thousand 40, Dheerpal son of Natthu Rs 3408, Devraj son of Jaggulal Rs 3408. After this, a new work ID 66714775 was generated for the grey water management system on 30 January 2023. Whose estimated cost price was estimated to be Rs 1 lakh 5 thousand 6 hundred 80. 95 thousand 3 hundred 24 rupees were spent on this work. In this, on voucher number XVFC/2022-23/P/17 dated 2 February 2023, Syed Haider Ali Shah Brick Field was paid Rs 19310 in the name of baggage material. With the same voucher number, Rs 64 thousand 7 hundred 86 was paid to Awasthi Traders, Rs 5600 to Arshad, Rs 2814 to Ramprakash and Rs 2814 to Rajkishore son Vijendra. After this, work ID number 99073003 was generated on 15 March 2024 in the name of Grey Water Management System. The estimated cost of this work ID was estimated to be Rs 7 lakh. The village head and panchayat secretary showed an expenditure of Rs 6 lakh 95 thousand 29 on this work. The Gram Panchayat duly paid Rs 87 thousand 9 hundred 45 to Shukla Cement Store on voucher number XVFC/2023-24/P/15 dated 19 March 2024. Similarly, a payment of Rs 1 lakh 30 thousand 1 hundred 95 has been shown on voucher number XVFC/2023-24/P/14 dated 19 March 2024. On the same voucher number XVFC/2024-25/P/3 dated 3 May 2024, Rs 27130 was paid to Ramprakash and Rs 79894 was paid to Sadiq Hussain Brick Field from the same voucher number. A payment of ₹32023 was made to Awasthi Traders through this voucher. Similarly, payment of labours and material etc. has been shown through various vouchers in this work ID. While the Pradhan representative known as Bhure told that the grey water management system has not been installed on the ground here. When Secretary Umakant Trivedi was asked in this regard, he told that the money has been stopped in the account. This work is yet to be done. On asking more, he told that a drain is made in this scheme. Seeing himself trapped in his own words, he told that I have been promoted to the post of ADO. We have nothing to do with it. Details of withdrawing about 9,36,530 rupees by feeding three times on the grey water management system are being found. But since there is no grey water management system on the ground, it can be said that there is something fishy which can be revealed in the investigation. In this context, an attempt was made to talk to BDO Todarpur through telephone. Despite repeated ringing, he did not receive the phone. Due to this, his side could not be known.
